The success of the USS Monitor at the Battle of Hampton Roads in the American Civil War triggered a wave of "monitor fever" around the world. The Russian Navy built a number of monitors and turret-armed ships and the first, the Smerch (written CMEPY in Cyrillic script - meaning "hurricane") was launched in 1865.

Designed to help defend the Russian Baltic ports, she never saw action but was in operational use from 1865 to 1947, first as a monitor, then as a guardship and later as a store vessel.
